   i would have to say a lot of background research and communicating with the right people in trying to turn those ideas into a possibility is the way to go.
   Look around and find out more about how a website works and runs, what it takes to build a good one and lastly how to physically create one. It takes time and lots of effort, hardwork and determination.

    There are so many tutorials on YouTube. I find MacroMedia Dreamweaver MX 2004 very easy to use.
